Child Care Subsidy

Family Eligibility

Any Indian Child who is a member of a federally recognized Indian Tribe, is eligible for membership in a federally recognized Indian Tribe, or the biological child of a member of a federally recognized Indian Tribe; AND

Families that live on the Spokane Indian Reservation or in the counties of Stevens, Lincoln, Adams, Whitman, Spokane and Pend Oreille, excluding the Kalispel Reservation and Kalispel tribal members in the service area; AND

Families whose parents are working, searching for work, or in education or training programs; AND

Families that are at or below 200% of the Federal Poverty Level for a family of their respective size are eligible to receive subsidy services; OR

Families receiving protective services or that are under court supervision are eligible to receive subsidy services regardless of income or family size.

Children Eligibility

Any Indian Child from birth through age 12 in families eligible to receive subsidized child care. 

Any Indian Child ages 13 to 18 years of age who are under court supervision or are mentally or physically incapable of self-care are eligible to receive services. 

Priority is given to children with special needs, children from very low-income families, teen parents, families receiving TANF, families transitioning off TANF, non-TANF teen parents with no high school diploma or GED, families with medical emergencies, parents who are students in post-secondary education, parents in homeless or spousal abuse shelters, children in protective services or in foster care, and children in need of before-and after-school care. 


How to Receive Subsidies

All families interested in applying for Tribal assistance must first apply through the State if our office determines you should be eligible for such services.  The State links are below both for the online application or a printable version.  The denial letter, approval letter, or wait-list letter from the State must accompany the Tribal application.  In order to be approved after being approved by the State, you must comply with both State and Tribal eligibility guidelines.  The Tribe can then pay the portion of your State co-pay that is above what your co-pay would be on our program.  This way, we can ensure fairness in co-pays between State and Tribally approved Indian families.  Please contact our office if you have further questions regarding this.

Families may apply for Tribal child care subsidy online using the Child Care Application or in person at the Spokane Tribal TANF office located in Wellpinit or by contacting April Sherwood, Program Assistant, for an application and further details.  In addition, TANF clients can use the following forms to receive child care assistance while they are completing approved TANF core and non-core hours.  Please follow the links below for the appropriate forms.

State Working Connections Child Care (WCCC) vs. Tribal Child Care Subsidy

The State and the Tribe both utilize the Federal Poverty Levels (FPL) for child care assistance; recently, the State has adjusted their income guidelines to 175% of the FPL.  This is a reduction from 200% of the FPL.  Because of this hardship on families, the Spokane Tribe has decided to maintain at the 200% FPL level.  Additionally, the Tribe can serve families that may be denied through the State for job searching, attending an educational or training program, families in which children are in protective services, and families whose children are under court supervision. In addition, the Tribe reserves the right to provide dual-eligibility for families approved by the State with co-pays higher than that of the State.  In these circumstances, the family would need to be approved for both the State and Tribal Child Care subsidy assistance.  The family could then be approved to pay the lesser of the two programs co-payment amounts, while the Tribal program could pay the remaining balance of the higher co-pay.  Please contact our office with any questions related to this change.


How Families Contribute

Parents may choose any legally operating child care provider. The regulations define child care provider as one who provides child care either in a center, a group home, a family home, or in the child's own home. Care by a sectarian provider, a relative provider, and any other type of legally provided child care are allowable choices, but these individuals will be required to successfully pass a criminal history background check and complete a self-certification checklist ensuring certain health and safety standards are met and agreed upon by the provider and family.

The funding agency requires that the family contribute to the cost of care on a sliding fee basis. The Spokane Tribe utilizes its own sliding fee scale based on family size and income to determine the family's contribution.

Providers

Currently offered on the Spokane Indian Reservation are Family Home Providers, In-home/Relative Care Providers (exempt from certain licensing requirements), and a Child Care Center. In the Spokane area, Family Home Providers, In-home/Relative Care Providers, and Child Care Centers are all available.

Child care providers serving children funded by CCDF must meet basic health and safety requirements set by the Tribe or the State. These requirements must address prevention and control of infectious diseases, including immunizations; building and physical premises safety; and minimum health and safety training.  

In order for child care providers to receive payment for services rendered, all providers must have a current background check and IRS W-9 form on file.  Providers must also submit timesheets weekly, bi-weekly, or monthly to receive payment.  Please see the attached links to print any of the forms mentioned.

Payment

Subsidized child care services are available to eligible families through agreements with providers. Child care providers receive reimbursement for serving low-income families and can draw on networks of training and technical assistance resources to help them provide high-quality child care services. Providers are required to submit child care timesheets either weekly,  bi-weekly or monthly for payment. Child co-pays are paid directly to the child care provider by the parent each month.
